Description

We are seeking an experienced Program Implementation Manager to drive end-to-end delivery across complex, multi-workstream projects involving internal teams and third-party delivery organizations. 

The right candidate is a hands-on program management professional who brings rigor, structure and pace to delivery. You are confident in navigating complexity across multiple concurrent workstreams and comfortable taking ownership in a senior role. 

You will have end-to-end accountability for program delivery, financial performance and outcomes, ensuring priorities stay aligned, and delivery remains on track.

Briefing

Key Responsibilities 

Program Delivery 
  • Own and drive the full implementation lifecycle from planning through to go-live and pathway into business as usual
  • Build and maintain detailed program plan, milestone schedule and critical path analysis across all workstreams
  • Co-ordinate delivery across all Ohpen and 3rd party teams and workstreams, actively managing interdependencies and resolving blockers.
  • Manage external dependencies across other programs and organizational change activity ensuring these are visible and tracked at program level
  • Own and operate a formal change control process, ensuring scope changes are assessed, approved and reflected in plans and budgets
  • Ensure program objectives remain aligned to business goals as the program evolves, flagging and managing drift proactively
 
Risk & Assurance 
  • Own the program risk framework, including risk appetite, mitigation strategies and escalation thresholds
  • Maintain a live RAID log, ensuring risks and issues are actively managed, mitigated and escalated appropriately
  • Own program quality gates and milestone reviews, ensuring delivery meets agreed standards and assurance requirements throughout the lifecycle
 
Resource & Financial Management 
  • Own the program budget, tracking spends against forecast and reporting on financial position regularly
  • Ensure the right skills and capacity are in place across workstreams, managing resource conflicts and working with third parties to address gaps
  • Maintain program business case integrity and support benefits realisation planning and tracking

Reporting & Governance 
  • Track and report program progress accurately and consistently across all workstreams
  • Prepare regular updates for the Delivery Director and Ohpen Executive teambringing clear program status, risks and recommendations
  • Ensure reporting is timelyaccurate and appropriate for each audience
 
Stakeholder & Third-Party Management 
  • Act as the primary point of contact for senior internal and external stakeholders, including sponsors and business leads
  • Lead and co-ordinate third-party delivery organizations, holding vendors accountable to plans, quality standards and agreed deliverables
  • Manage escalations and facilitate resolution across organizational boundaries

About You

Essential Requirements 
  • You have proven experience delivering major transformation or implementation programs, ideally within the Dutch Financial Services industry
  • You are experienced in planning and coordinating complex, multi-workstream projects, involving multiple teams and stakeholders. 
  • You bring strong program management experience and are comfortable taking ownership of delivery from planning through execution. 
  • You have experience managing program budgets, including tracking and reporting on financial performance. 
  • You are confident in resource planning across complex, multi-party delivery environments, balancing priorities, and dependencies. 
  • You have experience owning change control processes and ensuring delivery remains aligned with the agreed business case. 
  • You have a strong track record of managing third-party delivery partners, setting clear expectations, and holding them accountable for delivery. 
  • You are comfortable preparing and presenting program updates to senior stakeholders and steering committees. 
  • You are fluent in both Dutch and English (essential). 

Desirable Requirements 

  • You have experience with technology implementations within Dutch Financial Services
  • You are comfortable working across both agile and waterfall delivery environments
  • You have experience working on multi-vendor or systems integration programs
  • You have experience supporting or owning benefits of realization frameworks and tracking whether programs deliver their intended outcomes.
